Chief Psychiatrist's Clinical Governance Reviews

The Chief Psychiatrist has been conducting clinical reviews of mental health services since 1999 as a vehicle to monitor the standards of psychiatric care provided throughout the State of Western Australia pursuant to the Mental Health Act 1996.

In 2002 the Clinical Review process was modified and set within a Clinical Governance Framework (CGF). The new CGF was developed in collaboration with a number of key stakeholders and is integrated with the four-pillar model developed by the Office of Safety and Quality, Department of Health (DoH).

The mental health CGF has been expanded to include seven Areas of Inquiry based on the work conducted by the Commission for Health Improvement (CHI), which is now known as the HealthCare Commission in the United Kingdom) and the unique context of mental health services.

The four pillars of Clinical Governance are presented below and the areas of inquiry in italics.

  • Consumer Value
    • Consultation and Consumer Involvement
  • Clinical Performance and Evaluation
    • Research and Effectiveness
    • Clinical Audit
    • Use of Information to Support Health Care Delivery
  • Clinical Risk
    • Clinical Risk Management
  • Professional Development and Management
    • Staffing and Staff Management
    • Education, Training and Professional Development

The methodology associated with the new CGF has been developed and piloted across three WA mental health services and rolling reviews are now being conducted using the new CGF. A copy of the review timetable, the terms of reference and the summary assessment matrix can be found at the links below.
